Departments

Functions:

  • Provide overall coordination of Civil Protection Organisations in Provinces and Civil Protection areas in Zimbabwe;
  • Control and direct personnel, materials, and services for the development and promotion of civil protection;
  • Coordinate civil protection training programmes;
  • Promote research into matters relating to civil protection and disseminating information on matters relating to civil protection;
  • Develop effective disaster mitigation strategies and systems;
  • Manage and regulate the national Civil Protection Fund;
  • Coordinate the National Civil Protection Committee for optimal emergency preparedness planning;
  • Mobilise resources for disaster risk management;
  • Oversee the coordination with multilateral, bilateral, NGOs and private sector;
  • Maintain an updated disaster risk profile of the country; and
  • Administer the Civil Protection Act.

Functions:

  • Formulate and implement policies and programmes in construction and maintenance;
  • Plan and implement Government construction and maintenance programmes;
  • Provide professional and technical services to provincial/metropolitan councils, local authorities, Government Departments, the general public and other organisations, on the built environment; and
  • Administer the:
  • Architects Act;
  • Engineering Council Act;
  • Housing and Building Act;
  • Housing Standards Control Act; and
  • Quantity Surveyors Act.

Functions:

  • Prepare architectural designs for building projects (define the scope);
  • Supervise construction works;
  • Co-ordinate professional teams in constructing projects;
  • Provide professional and technical guidance to organisations intending to build facilities at their own expense for onward donation to Government; and
  • Administer the,
  • Architects Act;
  • Housing Building Act; and
  • Housing Standards Control Act.

Functions:

  • Provide functional and economic Engineering designs in accordance with the client’s brief;
  • Provide accurate topographical surveys;
  • Supervise and monitor the work of Engineering consultants appointed to undertake works by the Ministry;
  • Prepare tender documents for Engineering works;
  • Monitor and supervise Engineering works on all construction and consultants projects;
  • Provide professional and technical advice to line Ministries and Provincial/Metropolitan Councils and Local Authorities on building construction and Engineering services;
  • Provide fire-fighting services for State buildings;
  • Prepare payment certificates and consultants fee notes; and
  • Administer the Engineering Act.

Functions:

  • Coordinate Provincial technical activities;
  • Provide direct labour in construction and maintenance services;
  • Implement State construction and maintenance programmes;
  • Carry out major rehabilitation works on plant and equipment in Government buildings;
  • Regulate, register and categorise contractors; and
  • Provide professional and technical advice to line Ministries and Provincial/Metropolitan Councils and Local Authorities on building Construction and Maintenance.

Functions:

  • Prepare tender documents and cost estimates for construction projects;
  • Value construction work;
  • Undertake cost control of project costing;
  • Prepare payment certificates and consultants fee notes;
  • Provide contract advisory services for construction projects;
  • Supervise and monitor the work of Quantity Surveying consultants appointed to undertake works by the Ministry;
  • Regulate, register and categorize contractors;
  • Provide professional and technical advice to line Ministries, Provincial/Metropolitan Councils and Local Authorities on Quantity Surveying; and
  • Administer the Quantity Surveying Act.

Functions:

  • Provide valuation services to Government and quasi-Government institutions;
  • Manage Government office accommodation, residential and commercial immovable property;
  • Collect rentals from all Government rented properties;
  • Prepare and maintain register of immovable government property;
  • Value land and buildings in Local Authorities and state enterprises;
  • Plan and forecast the long-term office requirements for Government;
  • Acquire and dispose immovable property for Government;
  • Initiate policy relating to valuation and estate management;
  • Identify land for acquisition for urban development;
  • Formulate, regulate and monitor policies that promote sound Valuations and Estate Management;
  • Provide professional advice to Local Authorities on sound urban land management;
  • Facilitate title surveys for all urban State land;
  • Facilitate issuance of title for all allocated urban Valuations and Estate Management;
  • Processing and issuance of lease agreements terminable / option to purchase on urban Valuations and Estate Management; and
  • Administer the Valuers Act.

 Functions:

  • Implement policies in Estates Management, Valuation Services, Construction and Maintenance of Infrastructure;
  • Facilitate state functions and occasions;
  • Provide professional and technical services to the provincial/metropolitan councils, local authorities, organisations and general public on the built environment;
  • Administer government estates (houses and other buildings);
  • Administer Human and Financial Resources allocated; and
  • Administer the:
  1. Architects Act;
  2. Engineering Council Act;
  3. Housing and Building Act;
  4. Housing Standards Control Act;
  5. Quantity Surveyors Act; and
  6. Valuers Act

Functions:

  • Ensure compliance with governing legislation and reduce litigation by or against the Ministry;
  • Ensure timeous, adequate and effective legal representation of the Minister at Court;
  • Provide legal advice to the Ministry;
  • Facilitate drafting of enabling and appropriate legislation and legal documents;
  • Provide sound legal advice to the Ministry; and
  • Prepare all the relevant legal paperwork for court processes.

Function:

  • Provide Finance and Administration support services;
  • Manage Ministry financial, material and information resources;
  • Administer the Liquor Licensing Board;
  • Facilitate State Occasions;
  • Provide goods and services to the Ministry; and
  • Provide Finance and Administration services to Local Authorities and State Enterprises.

Function:

  • Provide audit services;
  • Evaluate and provide independent assurance on the Ministry’s governance, risk management and control processes;
  • Conduct investigative and/or special audit;
  • Provide consultative advisory services to Ministry departments; and
  • Provide secretarial services to the Ministry Audit Committee.

Function:

  • Provide human resources management services;
  • Coordinate human resources planning;
  • Facilitate the recruitment and selection of staff in the Ministry;
  • Coordinate human capital development programmes;
  • Coordinate the implementation of performance management;
  • Promote staff welfare and safety issues;
  • Manage and promote discipline and industrial relations; and
  • Coordinate and promote wellness, HIV/AIDS awareness and gender issues.

Functions

  • Coordinate the procurement of goods and services for the Ministry;
  • Adjudicate construction works bids for line Ministries;
  • Ensure compliance with the Public Procurement and Disposal of Public Assets Act and
  • Facilitate the disposal of redundant assets for the Ministry.
  • Preparing bidding documents for the design of contract specifications and evaluation criteria,
  • Preparing bid notices and short-lists; and managing bidding processes,
  • Managing the evaluation of bids and any post-qualification negotiations required,
  • Supervising the evaluation committee,
  • Preparing and submission of PMU reports, including contract award recommendations and
  • Preparing and managing procurement contracts and their amendments

Functions

  • Governance of the Ministry’s technological systems
  • maintenance of the infrastructure and functionality of the systems overall.
  • Technical Support – Provides IT related technical support
  • Security – Protect all of the network and systems.
  • Programming – Evaluation, creation and/or implantation of systems
  • Website Updates – Website design, code writing, and site testing.
  • Networking – The designing, implementation, installation and maintenance of            network hardware and software programs.
  • Communication – internet, video and web conferences, email systems, network drives and phone systems

Functions

  • Disseminate key information about the Ministry’s activities, policies, programmes and services through various media platforms,
  • Conduct Media surveillance on Ministry and its parastatals, mitigating risk, and improve the image of the Ministry and Government,
  • Produce content for Website and Newsletter
  • Mobilize resources and design other funding initiatives for the department,
  • Develops a Communications strategy for the Ministry,
  • Handles complaints from the media and offer appropriate corrective measures,
  • Coordinate the planning and organization of various internal and external events to rebuild, improve and strengthen the Ministry’s image,

Functions

  • Facilitate the formulation, monitoring and reviewing of Ministry policies;
  • Coordinate the creation and maintenance of an updated database of the Ministry’s programmes and projects;
  • Monitor and evaluate Ministry projects and programmes;
  • Co-ordinate other Ministry activities such as the Zimbabwe International Trade Fair and the Zimbabwe Agricultural Society, among others;
  • Co-ordinate the preparation of the Ministry’s Strategic Plan, Ministry Strategic Performance Plan (MSPP), Permanent Secretary’s Contract, Programme Strategic Performance Plan (PSPP) and Sub-Programme Strategic Performance Plan (SPSPP); 
  • Track implementation of the Ministry’s Strategic Plan, Ministry Strategic Performance Plan (MSPP), Permanent Secretary’s Contract, Programme Strategic Performance Plan (PSPP) and Sub-Programme Strategic Performance Plan (SPSPP);  
  • Co-ordinate and monitor the implementation of the Rapid Results Initiative Projects;
  • Co-ordinate the preparation of scheduled reports; and
  • Formulate a systematic monitoring and evaluation framework to improve qualitative and quantitative evidence gathered by the project/programme.

Functions

  • Coordinate the formulation, implementation and evaluation of gender mainstreaming, inclusivity and wellness policies, strategies and programmes in the Ministry in consultation with Heads of Departments.
  • Provide technical expertise advise on capacity building, knowledge building and management of gender mainstreaming, inclusivity and wellness issues.
  • Develop and maintain strategic partnerships with stakeholders such as the Zimbabwe Gender Commission, other Line Ministries and Civil Society organizations to entrench gender mainstreaming, inclusivity and wellness issues in the Ministry and ensure that they feed into the national agenda.
  • Coordinate the implementation of policies and programmes on the welfare of persons with disabilities in the Ministry.
  • Advocate for the implementation and institutionalization of gender, inclusivity and wellness policies, strategies and programmes and ensure communication and advocacy.
  • Ensure that public utilities in the Ministry are accessible and do not discriminate against persons with disabilities.
  • Develop and manage capacity development programmes to enhance Members in the Ministry’s understanding of gender mainstreaming, inclusivity and wellness issues.
  • Identify internal / external trends and recognize best practices which promotes diversity among the workforce.
  • Conduct audit on policies, procedures and systems to ensure that the working environment upholds employee wellbeing as a culture and develop appropriate wellness programmes.
  • Ensure that all activities, plans and programmes in the Ministry are inclusive and gender mainstreamed, including mental health of employees.
