Proposed New City

The Government of Zimbabwe (GoZ) is planning to build a New City in Mount Hampden, an area located in the outskirts of Harare and the area borders three local authorities, namely, Harare City Council (HCC), Zvimba Rural District Council (ZRDC) and Mazowe Rural District Council (MRDC). The New City will also be having, as its neighbours, a number of districts, towns and rural localities which include Banket, Chitungwiza, Concession, Glendale, Goromonzi, Harare, Mazowe, Norton, Nyabira, Ruwa and Zvimba, and the New City is considered or expected to be a Smart City. According to GoZ, this proposed New City will be anchored on the New Parliament of Zimbabwe building which is in its final stages of completion.

Zimbabwe, like other countries in Africa, has been experiencing rapid human population growth with an annual growth rate of 1.5%. The
building of the New City will also solve the shortage of development space in Harare.

A new Parliament Building under construction in the designated New City area is projected to be completed in mid-2022. The current Parliament Building of Zimbabwe is now inadequate to
accommodate the number of parliamentarians and has no space for expansion. The new Parliament Building, will act as a catalyst for attracting investors for the development of the city. Strategic government ministries, departments, courts and parastatals will be relocated to the New City and this suggests that key state decision-making institutions will be anchored around the New City.
